Where could India make budget cuts?

India's economic problems do not. imho, stem from the level of government spending but rather from excessive government regulation of virtually everything. It costs too much and takes too long to get permissions [if they can be gotten at all]. Thus, the place to make cuts is civil service job counts -- but that can only be done after repealing or rescinding the laws, rules, and regulations that are fettering businesses and especially exports.
