What is the best inhabitable country in the world to see the Northern Lights?

The United States - State of Alaska. Second Choice would be Canada. Third Choice would be Norway. One answer said USSR. Does not exist. It is now Russia. You can see the Light from Russia but the trip to north areas would not be easy.
