From a British perspective I have the impression that Germany is now the dominant political and economic power in Europe whereas in 1990 it had just become a reunited country and wasn't in a position of power.

There were 2 wars but now the Europeans are united in peace. The Common Market and Free Movement has made great progress economically and socially.
