There are pay phones wherever there are at least a few people, but cell service is minimal or nonexistent. Cell sites are expensive to install and keep working, so there has to be a certain minimum population in a particular area before a carrier will construct one.

I live in a large city in the southwest and I haven't even seen a payphone around here in quite a while.
