Oh, we (UK) enforce rules alright. trivial rules that don't affect anyone broken by normal people who are scared to get into trouble, so pay their fines etc. But big rule breakers like major criminals, drug dealers, people traffickers, paedo rings, crooked bankers, tax dodgers, they are alowed to get away with it because either they are too clever for the police to catch them or they have much better lawyers than the prosecution service.

I think you mean laws. To a Liberal the laws are there to prosecute Conservatives, even if they obey the law. So you see, there is a purpose.
