What does pets in ingredients such as oil water and vinegar mean?

OK I'm making a repellent spray for neighborhood cats and it calls for 1 part of water 1 part essential oil of choice and 1 part white vinegar in a spray bottle I'm unsure about the measurements so I'm confused about how to make this repellent is it ounces teaspoons tablespoons or cups please help

Parts. Equal parts, in your case. Whether you use teaspoons or buckets is up to you. If you mix 1 teaspoon of each ingredient, you end up with 3 teaspoons worth of mix. If you use one bucket full of each ingredient, you'll end up with three buckets worth of mix. I'd suggest to start with three teaspoons. Essential oils are expensive, and it's not going to work anyways :-)

The oil is optional, and just helps mask the smell of the vinegar. You can use pure vinegar, as long as it's not going to harm any plants or house furnishings. It's best to dilute the vinegar with water, experimenting to find the minimum percent of vinegar that gets the job done.

The "parts" are whatever size you choose, depending on how much solution you want to make. If you use cups as your "parts", your recipe will make three cups of solution. If you use tablespoons as your "parts", your recipe will make three tablespoons of solution. But is this recipe a solution for your cat problem? I doubt it. By the way, if you smell cat urine in your garden, it may be because the shrubs actually smell like cat urine. Boxwood is always taking the rap for stray cats, when it obviously smells like cat urine all by itself.
