Yes, you can. As I've heard the judge say several times in court...." It is not how fast you were going when you saw them, it's how fast you were going when he saw you". Same thing if you run a stop sign. You can still get a ticket even if you stop for the next sign.

YES You were speeding, you got caught on a radar. The speed is locked in as what you were doing when it was picked up in the radar unit. This is used as evidence in court.

And radar guns are old hat for the police they now use long-range laser guns which see you and have your speed on record plus transmit it to their station long before you see them or slow down.

Yes they can pull you over and they will. You were clocked on their Radar Gun and you were speeding, before you slowed down when you saw them. By the time you saw the Police Officer and slowed down, it was too late. They have all the proof they need, that you were in fact speeding. They have every right to pull you over. You need to watch your speed at all times when you are driving. You are putting other peoples lives at risk by being so careless while you are driving. One day, you may kill an innocent person, because you are driving crazy and if that happens, you will end up in Jail. It seems by your profile, that you have a problem with speeding and you are getting speeding tickets continuously. If you keep doing it, at one point you will have your License taken away from you and will not be able to drive at all. Slow down!
