In the Eyes of the Law - anyone, 18 and under, is considered a Child.

Adolescence is the period of a few years which moves the child into late teenage and then into adulthood. What "adolescence" is considered part of is a matter of how any particular society considers the whole process of "growing up". In some parts of the world, children of poor parents are set to work in some way or other before they are 10 years old.
