Institutional racism has created psychological barriers between people of color and white Americans interfere with social service process?
Let's see. There is no such thing currently as "institutional racism". No such thing as a broad psychological barrier either. And the social service process runs on your income, not your race. So NO to your question.
Poorly worded, but affirmative action and other forms of legalized racism/discrimination do need to end. ENough of judging people based on stupid things like skin colour.
